        "projectDescription":"The U.S. Army Corps of Engineers (USACE) built the Hiram M. Chittenden Locks and Dam and Lake Washington Ship Canal in 1917. The locks and dam are located in Seattle, Washington at the downstream end of a man-made waterway connecting Puget Sound, Lake Union, and Lake Washington to the Cedar River. The project\u2019s primary purpose is to provide a navigable waterway for ship traffic between the two lakes and Puget Sound and to maintain lake levels within a two-foot range. Additionally, the project provides recreational opportunities for visitors and passage for migrating fish. Major project features include a large lock chamber, small lock chamber, concrete gravity dam with regulated spillway, stilling basin, saltwater drain, and fish passage facility. In addition to the locks and dam, the project also consists of the Freemont Cut between Lake Union and Puget Sound and the Montlake Cut between Lake Union and Lake Washington.",
        "riskCharSummary":"USACE completed a risk assessment for the Hiram M. Chittenden Locks and Dam in April 2018 to determine to the ability of USACE to meet the operational safety goals of the project. As a result, the project\u2019s risk is characterized as moderate. Risk is primarily driven by the region\u2019s potential for large magnitude earthquakes. Extreme shaking from a Cascadia seismic event or from the Seattle Fault could result in damage to the lock gates, the lock concrete walls, or the spillway. Failure of any of these features could result in localized loss of life at the project to visitors and boaters or could result in a loss of pool and severe economic consequences to associated upstream infrastructure. Although these failure scenarios are considered unlikely, USACE maintains an Emergency Action Plan to lower the risk of life loss if any of these scenarios occurred.\n\nUSACE is confident that the locks and dam are solidly built, well-maintained, and will continue to execute their designed purposes. The project is fully capable of passing the largest possible flood event to ensure the upstream lake levels do not rise beyond their normal range. Because Puget Sound is immediately downstream of the project, there is no risk of downstream flooding from large releases from the dam.",
        "riskManagementMeasures":"USACE is continuously taking significant steps to reduce risks to life safety and property, including major dam repairs and equipment upgrades to modernize its more than one-hundred-year-old infrastructure. To address seismic concerns, a USGS-developed earthquake shaking early warning system is in use to potentially allow safe evacuation from vulnerable project locations. USACE conducts regular inspections to monitor the health of the dam. The frequency of inspections increases when conditions change to confirm whether the structure is performing as designed and identify areas of potential concern. Regular maintenance and repairs are performed as needed to keep the dam functioning properly. Rainfall and snowpack forecasts are continuously monitored to determine when high water events may occur to provide information for any necessary flood actions. USACE also works closely with local emergency managers to annually update the Emergency Action Plan, conducts emergency exercises with state and local response teams, and regularly hosts water control information stakeholder meetings.",
