D. Mayo Lock and Dam No. 14 in 1970 for the purposes of navigation, recreation, and fish and wildlife. W. D. Mayo is located on the Arkansas River about 9 miles southwest of Fort Smith, Arkansas. The project consists of an embankment dam, concrete gated spillway, and lock chamber that allows barge and other boat traffic to travel up and down the river. The lock is used to transport various agricultural, industrial, and other goods up and down the river in a cost-effective manner. Under normal river conditions, the flows within the river are controlled by spillway gates to ensure river levels are high enough for navigation barge traffic. The two primary risks to the lock and dam are (1) the potential for failure of the structure that closes the lock for maintenance dewatering and (2) the potential for failure of a lock gate. In the remote event of a lock or dam failure, navigation traffic would be halted and economic impacts would occur. A large increase in downstream flooding would not be expected if the dam were to fail as the dam is not designed or operated to reduce downstream flooding, but instead for navigation purposes.
